This element is based on a helpfulness rating scale between 0 and 4 where: 0 = No Effect, 1 = Slightly Helpful, 2 = Moderately Helpful, 3 = Very Helpful, 4 = Extremely Helpful
In relation to the element vocational training countries that give a rating between 2 and 2.99 inclusive are given a light green colour and are considered to be moderately to very helpful in encouraging people with disabilities to look for paid employment.
