Employer (WP4):
Financial incentives were reported as not being available in Ireland and were most frequently used in the Netherlands, Italy and Norway.  They were considered to be very helpful in 7 countries and moderately helpful in 5 others.  Interestingly this element was rated as the most helpful element of all on average.

The rating scales used here differ slightly.  The element financial incentive is based on a helpfulness rating scale ranging from 0 (having no effect) to 4 (being extremely helpful).  3 means very helpful 2 means moderately helpful and 1 means slightly helpful.  The element financial incentives from the state uses a positive/negative scale ranging from –3 (very negative) to +3 (very positive).  -/+ 2 means somewhat negative/positive -/+ 1 means a little negative/positive and 0 means neutral.

Different colours are used to highlight the most important factors.  In relation to financial incentives countries where this element is considered to be moderately to very helpful are given a “light green” colour.  In those countries where the element is considered very to extremely helpful, it is given a dark green colour.  In this instance ratings between 2.8 and 3.39 inclusive are given a light green colour.  Ratings between 3.4 and 4 are given a dark green colour.  In the case of financial incentives from the State countries with a rating of between 1.5 and 2.24 inclusive are given a light green indicating a somewhat positive score.  Countries with a rating between 2.5 and 3 inclusive are given a dark green colour indicating a very positive score.
